Closed as duplicate of #21985.
Yep. I've got a ticket for enabling the last active version of JOSM to have the socket. I haven't worked on it (mostly because I'd have to ensure that it is done securely and cannot be done randomly from the internet; I'd have to add another Remote Control call like /release?token=<token_on_disk>
).

The log says that the ports are already in use. I think this happens when a 2nd instance of JOSM is running.
