Upload to open changeset doesn't work well

Description

What steps will reproduce the problem?

  1. Start upload of 9999 objects to a new changeset
  2. Make sure that the checkbox "Close changeset after upload" is unchecked
  3. upload
  4. Upload 3 more objects to the same changeset
  5. See the popup that tells you that the changeset was closed (see screen shot)
  6. Click on "Go back to Upload Dialog" button
  7. Select to upload to a new changeset
  8. Click "Upload changes"

What is the expected result?

The three objects are uploaded to a new changeset.

What happens instead?

Nothing, no new changeset is created, no error message is displayed, the data is not uploaded.
