Restart option from File menu doesn't work

What steps will reproduce the problem?

1. Open JOSM.
2. Do anything (e.g. create a new layer).
3. Go to File, then choose Restart.
4. App shuts down, but doesn't restart.

What is the expected result?

Expected is to shut JOSM down and to start new instance.

What happens instead?

It happens to close JOSM, but no new instance of the program.
One more, possible important thing: I have installed app from EXE installation file. Not MSI. Don't know it applies to MSI.

Please provide any additional information below. Attach a screenshot if possible.
