Microsoft Streetside plugin crashes on pressing update plugin

Description
What steps will reproduce the problem?
- Installed Microsoft Streetside plugin
What is the expected result?
Microsoft Streetside will start after selecting Imagery>Streetside imagery
What happens instead?
Message states the plugin needs updating and on selecting update plugin, I get the "You have encounted a bug in Josm message.
I have checked that the plugin is up to date after restarting Josm but the problem reoccurs again.
Oddly,.... when I initially downloaded the plugin (5-10 mins prior) for another area it started ok and displayed the blue bubbles and the window/s and an image but this was not the area I wanted so I deleted the downloaded data and the Micosolft Streetview lines from the layers window.
On dowloading the area I wanted and selecting Imagery>Streetside imagery....this is when the problem occurs and makes no difference on shutting down and restarting Josm.

As such an message should never appear it's a bug in any case even if it will work afterwards for you.

@anonymous: Can you give me the area where this occurred? LocalDate.parse("23 Sep 2019 UTC", DateTimeFormatter.ofPattern("dd LLL yyyy zzz")).atStartOfDay().toInstant(ZoneOffset.UTC) didn't throw (this is the effective code here), which makes me think something else is going on.
I'll add a catch block to add the URL for future debugging.

These areas cause "update plug-ins" message to appear then if I select update plugins button the error message "An unexpected exception occurred" is shown

I initially thought the error only occurred in areas with no Streetside imagery but this area did not trigger the error and appears to have no Streetside imagery

I went back and downloaded the original area again and noticed the blue bubbles were displayed, the windows for Streetside were not displayed but were still checked under the Windows tag so I unchecked and rechecked those and it is displayed ok again.
I notice that the 360 Streetside viewer is displaying "Loading..."
I expect this problem maybe due to the way I closed the layers and that the imagery data was still being received for the areas I want to edit in.
So will try again tomorrow.
I expect you can close this ticket now and if it is no better tomorrow I'll add another ticket.
