Description
The USA/Mexico/Canada/Sweden Topographic imagery has a misplaced sectional. The displayed map sectional centered at [N47.295, W68.193] is actually from [N46.296, W68.196] - that is, 10 degrees southwards.
At this latter location, topographic imagery is not displayed, with instead a poor resolution black and white satellite image.
This can be confirmed by consulting the USGS National Map (https://apps.nationalmap.gov/viewer/). I have also attached image files showing the mismatched and missing sectionals.

That imagery layer is provided by caltopo.com. Please use the contact methods on their site.
We do not control any imagery layer, and we are not responsible for what an imagery provider shows.
I get why you reported here first ("there must be a bug in their code"), but it is (in this case) just a problem with the source. Here is a link to one of the tiles: https://caltopo.s3.amazonaws.com/topo/15/10171/11478.png . As you can see (if you look at the tile), we have the Canadian source, and then a good US source, and a bad US source in that single tile.
In this case, I think caltopo would like to know that they have some areas that need to be fixed.
In the future, if you want to check and see if it is a problem in JOSM or if it is something that the imagery provider will need to fix, you can right-click in the mapview then select
Show tile info
