OAuth2 semi-automatic button doesn't send client ID to non-default OSM servers

Description
This causes breakage for people who use backup servers or OpenHistoricalMap.
Set to priority: blocker because OAuth2 *requires* a Client ID and all official servers except for one are affected.

EDIT: See comment:5:ticket:22810 for details on that patch, specifically "OAuth 2 now supports custom variables (I could probably make this work while keeping OAuth 1.0a, but I don't think it would be worth the effort to do that and keep OAuth 1.0a)".
