Check to see if we should add landuse=paddy to presets

At time of writing, 98% of all ​osmwiki:Tag:landuse=paddy instances were from the same person; this does not qualify as a decent amount of usage by a decent amount of mappers IMO (see wiki:DevelopersGuide/DefaultPresets).

Looking at ​taginfo:tags/landuse=paddy, it looks like most tag usage is geographically concentrated in south-east asia, and more specifically in South Korea (again, something like 98%).

Furthermore, the chronology of the tag is indicative of a mass edit.

The tag usage currently appears to be from a mass edit, and is largely done by a
single user. The usages are also geographically concentrated in South Korea.

With that said, the wiki page (​osmwiki:Tag:landuse=paddy) is pretty good.

Fix #23253: Remove landuse=paddy from the ignore list

It looks like most of the landuse=paddy uses were removed (probably from a
revert).
