Show progress on plugin downloads

What steps will reproduce the problem?

1. Download a plugin, preferably a large one (MagicWand with around 100 MB is a good candidate)
2. Wait until the download finishes

What is the expected result?

The download dialog showing the download progress for each plugin it downloads.

What happens instead?

Just an empty progress bar, showing no progress at all.

Please provide any additional information below. Attach a screenshot if possible.

I find it hard to utilise the progress monitors in JOSM which could be the reason, that half of the time they are not working as expected.
