Mouse cursor doesn't show/change mode modifer after a data download

Description

What steps will reproduce the problem?

  1. Open the download dialog.
  2. Select the area to download.
  3. Click the "Download" button. Make the click (up/down) as fast as possible, with no mouse movement.

What is the expected result?

After selected area features are added the mouse cursor should be displayed with the modal modifier, i.e. select, edit, extrude, etc. versions.

What happens instead?

The mouse cursor is a generic "Normal" arrow, with no modifier. It's appearance does not change when modes are changed.

Once another window gains/loses focus, the mouse cursor resumes it's proper appearance and behavior. That window can be another application, or a JOSM pop-up dialog.

Please provide any additional information below.

It seems the click speed is the critical determinate - if the click is slow (mouse moves between up/down?) the behavior is normal. If, after a fast-click, the mouse is moved during the actual download such that it passes over the progress dialog, behavior will be normal. Using the keyboard to initiate the download (Enter) results in normal behavior.

I have noted this behavior for several years.
