WMS plugin: Remember WMS offset

Description
Where I live, the Yahoo Aerial is about 10 meters south-east of the true position. It would be very convenient if this offset could be somehow remembered, set in the configuration or at least typed in, so that I don't have to adjust the image every time I load it.

If you see it dangerous, then wmsplugin can pop a messagebox with warning that layer is using a "fix", when layer is created.
Please, reopen the ticket. Many users see this feature useful.

I suggest to add "layer shift" as parameters into WMS Plugin configuration.

This needs to be considered carefully. Remembering the offset can be very dangerous.
