boundaries.osm - add subdivisions for Federated States of Micronesia

I noticed during research for ​https://wiki.openstreetmap.org/wiki/Default_speed_limits (Ctrl+F "FM") that the 4 states of the Federated States of Micronesia each have different legislations.

More importantly, different traffic and road legislations. Not anything drastic like driving on a different side of the road, but for example different speed limits and other rules may differ too, making it relevant for OSM.

P.S: The fact that JOSM reassigns all negative IDs (counting up) on save makes it extremely hard to provide proper diffs for this file. I ended up deleting everything except Micronesia and saving that, then picking out the old Micronesia outline and replacing it with the newly saved file.

If you need to do this in the future, run JOSM with debug enabled. So java -jar josm-latest.jar --debug. (You have to be in debug mode).

Then JOSM Preferences -> Advanced Preferences (requires Expert Mode) -> More -> Edit Boundaries. Then you can make your changes, and save.

I'll have to look into this.

EDIT: To clarify, the reassignment of negative ids occurs on file load.
