JNA plugin seems to prevent some french imageries to display

Description
What steps will reproduce the problem?
- Start JOSM with no plugin installed and blanked preferences. Download JNA plugin.
- Try to display some IGN french imagery (CRAIG 2019, BDOrtho IGN, Ortho HR...)
- See imagery stops loading.
What is the expected result?
These imageries should be displayed in JOSM, it works when JNA is disabled or uninstalled.
What happens instead?
No imagery is displayed at all or very slowy and at low-resolution. Some still work sometimes (BDOrtho IGN), others not al all (CRAIG 2019, Ortho HR).

The problem disappeared!
I don't know why but it's working again.
I add I'm on JOSM version 18513.

This was probably fixed by r36005/osm (dist in r36010/osm). See https://github.com/java-native-access/jna/blob/master/CHANGES.md for their changelog.
It seems to work for me on Mac. This may be a Windows specific problem, or it may be related to #22101.
