I use W10
I reproduced the error by removing the opendata plugin; if I remove the plugin, I no longer have the warning when josm run.
I create a new map layer "Data Layer 1"
I open the file "38605stop.csv.osm"
I select a node, I copy with "Ctrl+Ins", I zoom to selection with "3"
I active "Data Layer 1", I download in current view, I paste with "Shift+Ins" I receive the error window
If I click on the layer and I paste with "Shift+Ins" the node is well pasted
If I use "Ctrl+C" and "Ctrl+V" I don't get an error window, even if I don't click on the layer
