Validator for crossing highway/waterway doesn't activate if the highway isn't edited.

Description

It appears that the crossing highway/waterway warning doesn't show up unless you edit the highway. if you just add the waterway and leave the highway untouched, the warning didn't show up for me.

Sounds like a duplicate of #11348 with validation on upload. See also #20680.
Manual validation without selection should find the problem.

Set your email in Preferences
Action
as needinfo The owner will remain SherbetS.
as The resolution will be set. Next status will be 'closed'.
to The owner will be changed from SherbetS to the specified user. Next status will be 'new'.
as duplicate The resolution will be set to duplicate. Next status will be 'closed'. The specified ticket will be cross-referenced with this ticket.
The owner will be changed from SherbetS to anonymous. Next status will be 'assigned'.

Add Comment
E-mail address and name can be saved in the Preferences .
