Windows Installer never respects personalized settings

1. When running a new installer, the old shortcut on the desktop will be removed and added back, is it really needed?

C:\Users\[redacted]\AppData\Local\JOSM\JOSM.exe does not have any specific version in its name

2. Each time updating the JOSM will result in a broken icon on taskbar, see attached file for details.
