Problem still persists after updating graphics driver again to 496.49.
Seems to happen most often from using the tags and layers windows docked to the right side of the screen.

Confirming this bug is still happening.
JOSM version 18907, nVidia drivers updated to most recent, 546.33.
Clean install of JOSM has not helped.
Deleting JOSM\cache folder helps for a while, but the bug always starts happening after a short while of editing, making further editing impossible.

That's a Java issue. Check the start arguments (i.e. enable GL, 3d, 2d and so on). There are several tickets in this wiki for similar issues.

"And so on"? What are the rest of the arguments? I could only find this thread and the two mentioned in it. There's no pages that explain what the rest of the arguments are supposed to be.

E.g. #23319. You need to search yourself how to work around the driver issues of your graphics driver. It's different for each system. Disabling the graphics speedup of java sometimes helps, but that's a workaround. I use OS drivers for years now and never had similar issues.
