JSOM freezes up when trying to select anything from the pulldown menus

Description
JOSM 18193, Windows 10 64bit, Java 8 (Oracle). JOSM starts up ok, and also updated the plugings at first startup, but as soon as I try to select "download data" from the pulldown menu (or any other menu item for that sake), JOSM freezes up. Have tried both the Windows installer version, and running Josm.jar directly. Haven't tried the Webstart option yet, as newer versions of Java are too confusing for someone who just wants to run JOSM, with no intention to build Java aplications. Have to build my own runtime - how on Earth do i do that?
BTW: The instructions say that I should create a ticket from JOSM, but that is obviously not possible when it freezes up as soon as I try to make a menu selection...

Thanks for the answer. I finally got it to work, but after so much fiddling that I'm not sure what exactly did the trick... But I removed Oracle Java and installed AdoptOpenJDK (version 17 I believe) from adoptium.net - after a lot of Googling.
It seems that JOSM in it's latest version is already incompatible with Oracle Java? As far as I remember, the OpenWebStart would not work without a Java runtime environment installed. Finding out about AdoptOpenJDK was not easy. If this is required, it would be nice if the instructions on josm.openstreetmap.de could be made a bit more clear, with detailed step by step instructions on how to run JOSM. Most people who need Java will install Oracle's one, as any other variants are unknown for the average computer user.

Sorry, @Don-vip forgot to mention that the JOSM windows installer now includes java16. Though there seem to be some problems with upgrading from java8. Still work in progress.
There is probably not enough memory allocated to JOSM, impossible to be sure without status report.
Please check you have installed a 64-bit JVM and check help pages to see how to allocate more memory if needed.
You should give a try to OpenWebStart which will download a suitable JVM. Please note we're also in the process of dropping support for Oracle Java 8.
