Railway signals: Common non-country-specific presets — at Initial Version

Description
Although many railway signal tags are country specific, there are some that are common for all countries.
The only ones present in the preset "Transport/Railway/Railway signal" today are
- ref
- operator
In addition to above, the following could be added:
- railway:position:exact (no preset values)
- railway:signal:direction - forward/backward/both
- railway:signal:position - left/right/bridge/overhead/in_track
- railway:signal:main (no preset values due to country specific tag values)
- railway:signal:main:function - entry/exit/block/intermediate
- railway:signal:distant (no preset values due to country specific tag values)
- railway:signal:height - normal/dwarf
Today, all the tags have to be entered manually, adding these non-country-specific tags to the railway preset would make the tagging process so much easier.
