Hey,

When I add a background via the settings dialogue, the EULA is displayed.
If the picture is not in my "Favourites" and so is listed in the "Pictures" menu, then the EULA is not displayed.

Problem: Some German surveying authorities want proper attribution for the licence (e.g. Berlin or Saxony-Anhalt). This can be indicated e.g. via the EULA text. Another possibility would be to generate a new key (e.g. "source-tag") for such a source reference, which is then used by JOSM instead of the image name.
