[patch] [rfe] Expert option to turn off relation outlines in wireframe mode

In wireframe mode, ways which are members of relations are drawn with an outline on each side. In other words, the ways are drawn with a triple line. I would like to propose an expert option mappaint.wireframe.show-relation-outlines to turn off the outlines. A patch is attached. The option takes effect immediately (no restart required). If you agree to this change, I will update the English page of the wiki.
