Downloading French cadaster data in the wrong layer

Description

What steps will reproduce the problem?

  1. Download datas from French cadaster (hit the "Download" button), they will be loaded in a new, unique, layer
  2. Return to your OSM layer you're working on, disable the cadaster layer by clicking the "eye" icon
  3. Download again datas from French cadaster, this time they will be loaded in your current OSM layer

What is the expected result?

  1. To be loaded on the layer you've disabled, or
  2. To be loaded in a new layer

What happens instead?

They're loaded in the current OSM layer used for edits.

Please provide any additional information below. Attach a screenshot if possible.
