layer initially not displayed according to stacking order

Description
For some versions now (118x or so), there seems to be a bug in the layer stacking.
When I load the first wms layer, according to the layer panel it's inserted at the bottom - below the osm layer. The next layer loaded is also added to the bottom, below the first wms layer. At least according to the panel, but in reality it's displayed below the osm layer but over the first layer.
When moving the first layer down to the bottom the view doesn't change. But now the layer panel order and the real one are in sync and stay in sync on every movement the layer.
With three layers it's more complex, the problem persists until two layers are moved a.s.o. But that should be easy to reproduce by you.
