Apparently there is. I can't create a new one because it says email already taken.

I figured out the password. You can close this request. Although I don't know what my "username" is. Just my display name and email logon.

No. There is no JOSM account with that e-mail address. I assume you are mixing JOSM and OSM account. We're not responsible for OSM accounts. Ask the OSM guys for help.
There is no account with the given e-mail address. If there ever was it was probably deleted as unused and inactive. Simply re-register if you need an account.
