It works for me on Win10. Maybe only older Windows versions are affected?
BTW the mirror is not a mirror (anymore). The tiles are different. The mirror tiles seem to be older.

do you need any further information? According to other sources, josm needs to use the new root certificate; https://www.ssllabs.com/ssltest/analyze.html?d=geoservices.bayern.de says the map source is okay.
