[Patch] Support bus_bay

What steps will reproduce the problem?

1. Validate a way with bus_bay=left/right/both
2. Info-level warning about unknown key

What is the expected result?

​bus_bay is an approved key and used about 5k times now throughout the world (ok, ok, Europe). Hence JOSM should (at least) not complain about an unknown key.

What happens instead?

• Unknown key (info-level warning)
• No autocomplete when trying to add the tag
