This fixes a serious regression in 0.22.0 that in some circumstances causes holiday values to be duplicated and create an erroneous OH value.

Vincent, great that you're back in the JOSM world! Welcome back! :-)

I'm not sure whether we need a hotfix as we didn't receive any duplicate bug reports and users should check the fixed opening_hours string after fixing anyway…
