Find gaps in incomplete route relations with some members downloaded

What steps will reproduce the problem?

1. Download a route relation without members
2. Open relation in relation editor
3. Select two child ways with empty role and neighbors in relation member list
4. Download selected members
5. Run validator

What is the expected result?

The test finding gaps in routes is run

What happens instead?

The test is not run

Please provide any additional information below. Attach a screenshot if possible.

Atm, the test relies on completly downloaded relations.
But it could also check according to the position in the relation member list.
Blocks of complete members where at least the first and last member in this block have an empty role need to be connected.

This would really help, as there are still some problems with splitting ways if the relation contains a loop and you usually do not download all members of all PTv2 relations before upload. Sadly, the test in pt-assistent plugin has the same problem.

At least for PTv2 relations (type=route, public_transport:version=2) the check could work rather smoothly for each member type:way highway!=platform with empty role and with a complete neighbor in the memberlist.
