Confusing warning: cycleway used with cycleway=lane

What steps will reproduce the problem?

1. Have a way with highway=cycleway + cycleway=lane
2. Validate

What is the expected result?

highway=cycleway used with cycleway=lane

What happens instead?

cycleway used with cycleway=lane (from this test)
(From the validator warning it is not clear that cycleway refers to highway=cycleway, not to cycleway=lane)
