Assigning a letter key to a shortcut sometimes puts the letter in the next dialog

Description
What steps will reproduce the problem?
- Assign a shortcut to Toolbar/Water/Water of the key L
- Mark an area
- Press L
What is the expected result?
The Change 1 object dialog appears with Water body set to water and name blank
What happens instead?
Sometimes... the Name part of the dialog gets filled with the L (lowercase)
Please provide any additional information below. Attach a screenshot if possible.
This doesn't happen every time, maybe 1 in 5. It is as if the keystroke is carried over into the
dialog. Interestingly if I hold the 'L' longer than normal it rarely appears in the Name field.
I definitely do not press the L key twice.

Wow, what a faff that was. Anyway.... now on 1.8.0_251 and it seems quicker!
The issue is still there but much less so -- maybe one in 30 instead of one in five. I can live with 1 in 30.

Is this still reproducible?
The only way I was able to reproduce (Mac) was by holding l
down. Which brings us into the territory of OS designed feature.
