In JOSM right-click is used both for mapview movement and "do things with a loaded layer".
If I have an imagery layer such as "Bing" loaded, holding down and releasing right-click shows a menu that begines "auto load tiles" (I'm using openjdk version "14.0.1" 2020-04-14 on Windows 10).
Unfortunately this right-click menu pops up regularly even when I'm just moving the background around. How do I turn off this right-click menu?

It's not a problem with the mouse (trackball, actually) - it works absolutely fine everywhere else. Looking at the problem again, it definitely seems to be more of an issue when the PC is busy doing other things at the same time / the network is slow, and more of a problem when the tiles aren't cached, but neither of those conditions invalidate the request.

Можно сделать так, что бы в настройках была возможность скрыть это контекстное меню вообще?

That can happen when your mouse gets old and the switches of the mouse buttons don't work proper anymore. Please try another mouse.
