When uploading a way with:
highway=cycleway
foot=yes
the validator complains "Missing tag - combined foot- and cycleway without segregated". Since there is no choice for "segregated" in the preset "highway/cycleway" it is not surprising that it is forgotten.
Suggestion: Add internal preset "segregated" (yes/no) for the preset "highway/cycleway"

foot=yes
This tagging is for designated cycleway with permissive pedestrian access. It can't be segregated=yes, because in that case the tagging would be foot=designated (+bicycle=designated + highway=path).
Therefore there is no need for both a warning and for segragated value option.

https://wiki.openstreetmap.org/wiki/Key:segregated says "This key has no default value and should be tagged on all shared ways!" and there are currently 14881 ways tagged highway=cycleway + foot=yes + segregated=yes.
