Description
What steps will reproduce the problem?
This issue occurs often on my computer, but really hard to reproduce.
It can independently happen when editing with several image layers and plugin or on the welcome screen with several minutes of idle activity.
What is the expected result?
JOSM shouldn't consume 100% 8-core CPU full time
What happens instead?
Please provide any additional information below. Attach a screenshot if possible.

Took me about 20 seconds to figure what it is once I read your status report :p Please either remove http2 plugin or upgrade to Java 13.

Thanks Vincent, I didn't knew http2 support was inly experimental
I've removed httpd2 plugin and josm works well now. I'll see if I go for java 13 in a few days
All the best :)
