reltoolbox does not set outer when creating a boundary relation

What steps will reproduce the problem?

1. select outer ways, miss out one segment
2. click new, choose boundary
3. click label node, click green plus, choose label in drop down
4. run validator: warning segment should be outer

What is the expected result?

reltoolbox sets outer on all segments except role=label

What happens instead?

see above

Please provide any additional information below. Attach a screenshot if possible.

maybe the cause was that I missed a segment in the outer ring when pressing new I was not warned about that. When pressing "Multi" I am warned if ring is not complete. So adding a warning and not displaying the dialog is probably the best here.
