during edit conflict on deleted vs edited object it should be possible to delete tags

Description

What steps will reproduce the problem?

  1. mapper imported data on an unsuitable licence (hydrants or trees or something else)
  2. other mappers merged such nodes into ways forming trees/buildings etc (incorrectly, but it happens)
  3. someone decided to revert original copyright violation
  4. conflicts were triggered

What is the expected result?

On conflict resolution one is able to select "do not delete node, but delete its tags"

What happens instead?

One may select node to be kept or deleted, but tags are not listed as conflicting and are impossible to be affected

Please provide any additional information below. Attach a screenshot if possible.

(should be deleted as part of import done without discussion and with unknown licence - kept for now to make this issue reproducible)
