access=public was removed/replaced from our preset in r10094.
Its count pretty much stagnates since then.
I couldn't find any advice to use that tag in the english wiki anymore.
Recently ​osmwiki:Tag:access=public was created which documents it as deprecated.
Time to add the validator warning.

Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
