Description

Dear maintainers,

Relatively to #17842, data items can bring information about required tags on a given context.

As I was mapping power generators with generator:source, generator:method or generator:type, I wasn't warned about a missing power=generator on those objects.
This is another use case to deal with required values documented on data items.

Wait a minute, "tag missing" is only informal. Here, we need a warning, if not even an error, as the main tag is missing.
