[patch] enabling a plugin does not update the plugin

Description

Enabling a plugin does not download the archive if it already exists on the local system. In case of a malfunctioning plugin it's not possible to get the working version as only loaded plugins can be updated.

The patch offers the user to delete the existing archive thus forcing a fresh download of the plugin.
