Session is discarded when updating shortcut

Description
What steps will reproduce the problem?
- Download some OSM data, add some imagery layers…
- Open settings, change a shortcut, and quit the settings dialog with OK button
- A popup open "JOSM must be restarted so that new shortcut takes effect"
- Click OK
What is the expected result?
- JOSM is restarted
- the new shortcut works as expected.
- I can continue my work from there.
What happens instead?
Ideally, I'd love to have shortcuts taking effect immediately. But if that's not possible that's OK and instead:
Points 1&2 work as intended.
However JOSM starts a fresh session and all the previous layers are lost. JOSM didn't ask what to do about these (it only does when there are some modifications not saved yet). Ideally reopening the session would be great, otherwise at least modifying the alert text so that it is clear that open layers will be closed?
