Description
In wiki:
If a road (usually highway=track or highway=path) follows the cutline, it is to be tagged as such in addition to cutline tags.
To see all highways is important.
But on the same way man_made=cutline and highway=track, the track is not visible. (brown)
In OSM-Carto is the track placed over the cutline.
But when tracktype=grade1 is used it becomes dashes but the green of the cutline.

Aside from all that the combination of highway and cutline is not so useful in my opinion. Cutline is useful if there is a "long gap" between trees but no way. Otherwise we would need to add man_made=cutline to nearly every highway=track in the forrest.

Aside, ...I agree with you. I do not tag it as that. You even see in Carto that the landuse=forest tree layer (not the forest green layer) is positioned above the cutline, now it gives trees on the cutline. There are no trees there(that's a github issue ;-) )
Better to split the landuse=forest polygon and give man_made=cutline a area=yes, just as we do at bridges and area.
Maybe you must think about to code this option in the elemstyles.
