Moving selected objects to different layer - AutoCAD style

Description
A nice way of moving selected objects to a different layer would be:
a) select objects
b) click on desired layer
Most important point is that the (geographical) position of the selected objects is not changed. At the moment there is an offset.
Could be extended to "copy" when doing the same as above and pressing a modifier key (CTRL, ALT).

Since r1890 there is a "merge selected" action. It "merges" currently selected primities to any other layer.
It's always a "copy", though, because data layers in JOSM currently always have their own dataset.
