[Patch] Access restriction: permit

A few months ago we had a long talk about a new access restriction when you had to ask for permission to use the road, which is usually given. The final name was "permit". Can you add this to access restrictions?

The new value seems to be ​in use but the proposal needs some clean up and archived to create a wiki page in main namespace.

access=permit was initial added to defaultpresets in r17513.

It still needs to be added to the road access preset.

As #19554 was fixed. There is more room for improvements by adding icons, but that could be done in another patch.

patch version 2: revision update and one fix

horse=* is twice in bridleway preset. I fixed it along with a revision update in version 2​​.

Sadly, most of the access icons need an enhancement prior to using them widely. One issue is the differences in width which leads to crappy placement of the following text, the other one is the visibility concerning different background colors, especially, dark ones.
