[Patch] Validation isn't picking up a two node way that doubles back on itself (possibly only when it's an outer way in a multipolygon)

Description

What steps will reproduce the problem?

  1. Run validation on the attached OSM file (A multipolygon relation with two outer members, no inner members and one of the outers is a tiny two node way that doubles back on itself.)
  2. Note that the tiny, two-node way doesn't get flagged as being incorrect.

What is the expected result?

  • Some sort of warning that a way overlaps or intersects with itself.

What happens instead?

  • Nothing.

I think the problem is in the "Overlapping ways" test. It tolerates ways which have just one overlapping segment.
The code works like that since r6722, so I wonder if there is a good reason for that?
With the attached patch all ways with overlapping segments are reported.
