opendata plugin not working

What steps will reproduce the problem?

I tried to download the plugin "opendata", and I got a message saying the download was successful, but then I got another message that said opendata failed to load (see attachments). I have tried restarting JOSM, deleting and re-downloading the opendata.jar file, restarting again, but nothing has helped.

What is the expected result?

Opendata plugin will load

What happens instead?

Opendata plugin does not load

Please delete %APPDATA%\JOSM\plugins\opendata.jar.new and try again.

There was no opendata.jar.new in my plugins folder, but I deleted everything opendata I found in there, restarted JOSM, got a warning about JOSM not finding the plugin main class, ignored it, uninstalled the plugin from the preferences, reinstalled it.

I'm still getting
