JOSM was not uploading all data from my changesets

Description
I created two changesets implementing the toll for hgv vehicles in Belgium according to OSM standards with the tag "toll:hgv"="yes".
Changeset 59808603 (Wallonia region)
Changeset 59776372 (Flanders region)
Unfortunately JOSM did not copy all changes to the server as expected.
For changset 59808603 I exactly performed 6.264 changes in JOSM which I performed the upload with. My real changeset only includes 2.220 changes.

Don't get it - please need support!
