offset bug

[ALPZz]

What steps will reproduce the problem?

1. new offset
2. store offset
3. freeze on offset actions only

What is the expected result? should be able to continue selecting and progresing

What happens instead? selection is only offset

Please provide any additional information below. Attach a screenshot if possible. ​https://tasks.hotosm.org/project/4368?task=24#bottom is tm3 tile worked on.
