Empty bounding box added to FeatureCollection

What steps will reproduce the problem?

1. Save downloaded OSM data.

What is the expected result?

The output should be standard conforming, that is if there is no bounding box available then no such json array should be added (see ​https://tools.ietf.org/html/rfc7946#section-5 ).

What happens instead?

An empty bbox array is added to the FeatureCollection.
