unable to use cyrillic chars for bookmark names

Description
When creating a location bookmark for russian towns using cyrillic characters, these are then replaced by questionmarks. Are the bookmarks not unicode aware?

I was talking about the JOSM-bookmarks (from the download dialog).
Further testing makes me think that the bookmarks are saved in the current locales encoding (I dont use a utf8 locale), but that latin code page I use cannot handle all unicode chars.

I can create bookmark with any char too
I guess, when you are speaking of "bookmarks", you mean Nodes in the map data associated with an property?
The JOSM-bookmarks (from the download dialog) should work fine with almost all characters (except ',')
