allow adding numbers without selecting a street

Description

when adding numbers in a place (with the goal being addr:housenumber and addr:place tags), i have to select an incorrect street, then delete this tag manually.

it would be useful to allow adding housenumbers even without a street being selected (with a warning popup, if appropriate)
