Momentary "No Tiles at this Zoom level" and then they fill in

Description

With Bing etc. imagery, when we zoom out "too fast" we see a momentary "No Tiles at this Zoom level" and then they fill in.
So our heart swings between hope and despair, all unnecessarily. Wouldn't it be better to wait for a verdict before pronouncing "No Tiles at this Zoom level", even if just for a moment?

Technically this is correct: As long as the tiles are not loaded, there are "no tiles at this zoom level".
