Keyboard input gets ignored and menu items are greyed out after closing certain dialog boxes

What steps will reproduce the problem?
- Open the F3 preset box or the download area map
- Select something and accept the results
- Use a keyboard shortcut or look through the menus
What is the expected result?
Keyboard works normally and the full menus are available
What happens instead?
All keyboard shortcuts and menu items are greyed out

It seems like Java doesn't recognize that the dialogue box has closed until another box is opened and then closed. The way I usually continue after hitting this error is to use my mouse to select an object, click the add tag button, then hit escape to cancel that dialogue, then full menu and keyboard shortcuts work again (though this does not work around the #15787 delete & undo bug I filed)
